Game over: The chance for democracy in Egypt is lost
While much of American media has termed the events unfolding in Egypt today as "clashes between pro-government and opposition groups," this is not in fact what's happening on the street. The so-called "pro-government" forces are actually Mubarak's cleverly orchestrated goon squads dressed up as pro-Mubarak demonstrators to attack the protesters in Midan Tahrir, with the Army appearing to be a neutral force. The opposition, largely cognizant of the dirty game being played against it, nevertheless has had little choice but to call for protection against the regime's thugs by the regime itself, i.e., the military. And so Mubarak begins to show us just how clever and experienced he truly is. The game is, thus, more or less over.
The threat to the military's control of the Egyptian political system is passing. Millions of demonstrators in the street have not broken the chain of command over which President Mubarak presides. Paradoxically the popular uprising has even ensured that the presidential succession will not only be engineered by the military, but that an officer will succeed Mubarak. The only possible civilian candidate, Gamal Mubarak, has been chased into exile, thereby clearing the path for the new vice president, Gen. Omar Suleiman. The military high command, which under no circumstances would submit to rule by civilians rooted in a representative system, can now breathe much more easily than a few days ago. It can neutralize any further political pressure from below by organizing Hosni Mubarak's exile, but that may well be unnecessary.
The president and the military, have, in sum, outsmarted the opposition and, for that matter, the Obama administration. They skillfully retained the acceptability and even popularity of the Army, while instilling widespread fear and anxiety in the population and an accompanying longing for a return to normalcy. When it became clear last week that the Ministry of Interior's crowd-control forces were adding to rather than containing the popular upsurge, they were suddenly and mysteriously removed from the street. Simultaneously, by releasing a symbolic few prisoners from jail; by having plainclothes Ministry of Interior thugs engage in some vandalism and looting (probably including that in the Egyptian National Museum); and by extensively portraying on government television an alleged widespread breakdown of law and order, the regime cleverly elicited the population's desire for security. While some of that desire was filled by vigilante action, it remained clear that the military was looked to as the real protector of personal security and the nation as a whole. Army units in the streets were under clear orders to show their sympathy with the people.
In the meantime the regime used the opportunity to place the military in more direct control of the government while projecting an image of business as usual. In addition to securing the presidential succession to Gen. Omar Suleiman, retired general and presidential confidant Ahmed Shafiq was sworn in as prime minister, along with a new cabinet, in all due televised pomp and ceremony. Gamal's unpopular crony businessmen supporters were jettisoned from the cabinet, with their replacements being political nonentities. Mubarak himself pledged that the new government would focus on providing material security to the people.
The stage was thus set for the regime to counterattack the opposition through a combination of divide-and-rule tactics, political jujitsu, and crude application of force. The pledge by Mubarak not to offer his candidacy, the implied succession to Suleiman rather than Gamal, the commitment to revising constitutional provisions that govern the presidential election, and the decision to suspend parliamentary sessions until courts have ruled on contested candidacies from the November election succeeded in convincing some opposition elements that they had gained enough to call it a victory and go home.
As for those elements, including the coalition formed around Mohamed elBaradei, that deemed these concessions to be insufficient sops intended to preserve the status quo, the regime offered further provocations. Mubarak described them as opportunists and called their patriotism into question, implying that they were stooges of the United States and that he was defending the nation's independence and dignity. This was classic political jujitsu, for the enraged crowd now redoubled its efforts and demands, using much more insulting language to describe Mubarak himself. This in turn paved the way for the regime to unleash its goon squads to attack protesters.
The military will now enter into negotiations with opposition elements that it chooses. The real opposition will initially be ignored, and then possibly rounded up. The regime will do all possible to restore a sense of business as usual. Cell phone and Internet connections have already been re-established, and automatic teller machines are functioning, though banks remain closed so there can be no run on them. Businesses will be encouraged to reopen, and all possible will be done to ensure a flow of essential supplies into Cairo, Alexandria, and Suez.
The last challenge remaining is economic. Even before demonstrations broke out a few weeks ago, the economy was just limping along. It is now broken. Even in the best-case scenario of a rapid return to stability, Egypt faces a cash crunch. Capital flight, loss of foreign direct investment, drying up of tourist revenues, downgrading of sovereign debt and commensurate increase in interest, and lost earnings from interrupted production will all hammer the revenue side of the balance sheet. The expenditure side will be placed under yet more stress by acceleration of inflation already running at 10 percent, devaluation of the currency, and need to repair damage resulting from the clashes. Egypt will have to turn to its "friends" if it is to avert economic disaster and if the regime that just narrowly survived defeat is not to be challenged yet again.
The Obama administration, having already thrown its weight behind the military, if not Mubarak personally, thereby facilitating the outcome just described, can be expected to redouble its already bad gamble. Fearing once again that the regime might be toppled, it will lean on the Europeans, the Saudis, and others to come to Egypt's aid. The final nail will be driven into the coffin of the failed democratic transition in Egypt. It will be back to business as usual with a repressive, U.S.-backed military regime, only now the opposition will be much more radical and probably yet more Islamist. The historic opportunity to have a democratic Egypt led by those with whom the U.S., Europe, and even Israel could do business will have been lost, maybe forever. Uncle Sam will have to eat yet more humble pie, served up by the dictator who has just been insulting him.

Apparently Mubarak and his family have a fortune of $40-$70bn. A bit of redistribution there could sort most immediate problems.
Johann Hari: We all helped suppress the Egyptians. So how do we change? Very few British people would beat up a poor person to get cheaper petrol. But our governments do it all the time. Why?
The old slogan from the 1960s has come true: the revolution has been televised. The world is watching the Bastille fall on 24/7 rolling news. An elderly thug is trying to buy and beat and tear-gas himself enough time to smuggle his family's estimated $25bn in loot out of the country, and to install a successor friendly to his interests. The Egyptian people – half of whom live on less than $2 a day – seem determined to prevent the pillage and not to wait until September to drive out a dictator dripping in blood and bad hair dye.
The great Czech dissident Vaclav Havel outlined the "as if" principle. He said people trapped under a dictatorship need to act "as if they are free". They need to act as if the dictator has no power over them. The Egyptians are trying – and however many of them Mubarak murders on his way out the door, the direction in which fear flows has been successfully reversed. The tyrant has become terrified of "his" people.
Of course, there is a danger that what follows will be worse. My family lived for a time under the torturing tyranny of the Shah of Iran, and cheered the revolution in 1979. Yet he was replaced by the even more vicious Ayatollahs. But this is not the only model, nor the most likely. Events in Egypt look more like the Indonesian revolution, where in 1998 a popular uprising toppled a US-backed tyrant after 32 years of oppression – and went on to build the largest and most plural democracy in the Muslim world.
But the discussion here in the West should focus on the factor we are responsible for and can influence – the role our governments have played in suppressing the Egyptian people. Your taxes have been used to arm, fund and fuel this dictatorship. You have unwittingly helped to keep these people down. The tear-gas canisters fired at pro-democracy protesters have "Made in America" stamped on them, with British machine guns and grenade launchers held in the background.
Very few British people would praise a murderer and sell him weapons. Very few British people would beat up a poor person to get cheaper petrol. But our governments do it all the time. Why? British foreign policy does not follow the everyday moral principles of the British people, because it is not formulated by us. This might sound like an odd thing to say about a country that prides itself on being a democracy, but it is true.
The former Labour MP Lorna Fitzsimons spoke at a conference for Israel's leaders last year and assured them they didn't have to worry about the British people's growing opposition to their policies because "public opinion does not influence foreign policy in Britain. Foreign policy is an elite issue". This is repellent but right. It is formulated in the interests of big business and their demand for access to resources, and influential sectional interest groups.
You can see this most clearly if you go through the three reasons our governments give, sometimes publicly, sometimes privately, for their behavior in the Middle East. Explanation One: Oil. Some 60 per cent of the world's remaining petrol is in the Middle East. We are all addicted to it, so our governments support strongmen and murderers who will keep the oil-taps gushing without interruption. Egypt doesn't have oil, but it has crucial oil pipelines and supply routes, and it is part of a chain of regional dictators we don't want broken in case they all fall taking the petrol pump with it. Addicts don't stand up to their dealers: they fawn before them.
There is an obvious medium-term solution: break our addiction. The technology exists – wind, wave and especially solar power – to fuel our societies without oil. It would free us from our support for dictators and horrific wars of plunder like Iraq. It's our society's route to rehab – but it is being blocked by the hugely influential oil companies, who would lose a fortune. Like everybody who needs to go to rehab, the first step is to come out of denial about why we are still hooked.
Explanation Two: Israel and the "peace process". Over the past week, we have persistently been told that Mubarak was a key plank in supporting "peace in the Middle East". The opposite is the truth. Mubarak has been at the forefront of waging war on the Palestinian population. There are 1.5 million people imprisoned on the Gaza Strip denied access to necessities like food and centrifuges for their blood transfusion service. They are being punished for voting "the wrong way" in a democratic election.
Israel blockades Gaza to one side, and Mubarak blockades it to the other. I've stood in Gaza and watched Egyptian soldiers refusing to let sick and dying people out for treatment they can't get in Gaza's collapsing hospitals. In return for this, Mubarak receives $1.5bn a year from the US. Far from contributing to peace, this is marinating the Gazan people in understandable hatred and dreams of vengeance. This is bad even for Israel herself – but we are so servile to the demands of the country's self-harming government, and to its loudest and angriest lobbyists here, that our governments obey.
Explanation Three: Strongmen suppress jihadism. Our governments claim that without dictators to suppress, torture and disappear Islamic fundamentalists, they will be unleashed and come after us. Indeed, they often outsourced torture to the Egyptian regime, sending suspects there to face things that would be illegal at home. Robert Baer, once a senior figure in black ops at the CIA, said: "If you want them to be tortured, you send them to Syria. If you want someone to disappear, you send them to Egypt."
Western governments claim all this makes us safer. The opposite is the truth. In his acclaimed history of al-Qa'ida, The Looming Tower, Lawrence Wright explains: "America's tragedy on September 11th was born in the prisons of Egypt." Modern jihadism was invented by Sayeed Qutb as he was electrocuted and lashed in Egyptian jails and grew under successive tyrannies. Mohammed Atta, the lead 9/11 hijacker, was Egyptian, and named US backing for his country's tyrant as one of the main reasons for the massacre.
When we fund the violent suppression of people, they hate us, and want to fight back. None of these factors that drove our governments to back Mubarak's dictatorship in Egypt have changed. So we should strongly suspect they will now talk sweet words about democracy in public, and try to secure a more PR-friendly Mubarak in private.
It doesn't have to be like this. We could make our governments as moral as we, the British people, are in our everyday lives. We could stop them trampling on the weak, and fattening thugs. But to achieve it, we have to democratise our own societies and claim control of our foreign policy. We would have to monitor and campaign over it, and let our governments know there is a price for behaving viciously abroad. The Egyptian people have shown this week they will risk everything to stop being abused. What will we risk to stop our governments being abusers?
The Egypt protests have exposed the hypocrisy of mealy-mouthed Western commentators
The last time I was on the Moral Maze I was hauled over the coals for saying that political violence – as part of a radical protest, say – is sometimes justifiable. Yet on this week’s Moral Maze, some of the guests had a calm, polite discussion about the possibility of enacting a far more massive form of political violence against the freedom-hungry people of Egypt. One of the guests, Professor David Cesarani, floated the idea of there being a Tiananmen Square-style massacre in Egypt as a way of quelling potential post-Mubarak anarchy. And there has been no outrage. No Twitterstorm, no blog-based apoplexy, no heated radio phone-ins. Perhaps talking about the massacre of Egyptians is normal these days.
Professor Cesarani was asked by Michael Portillo about the “moral dilemma” of how to deal with what comes after Mubarak. What if it’s worse than Mubarak? Should it be crushed? Professor Cesarani said that if one takes the “wholly pragmatic view”, then “the outcome of a Tiananmen Square-style crackdown is desirable and is predictable”. Because, he said, “if you allow this popular democratic movement to run on unchecked, you cannot predict what’s going to happen. But you can predict probably that after a short, sharp, massive clampdown at huge human cost, there will be a sullen stability.”
Portillo was startled. “Quite a lot of people would be quite shocked to hear what you said – that a Tiananmen-style outcome would be desirable.” Cesarani responded that “the West is no longer weeping that much over Tiananmen Square because we’re doing a lot of business with China. So, many business interests would say, quietly, that, perhaps, well the way in which the Chinese managed their transition was preferable.” Another panellist, Matthew Taylor, former adviser to Tony Blair and now chief executive of the Royal Society of Arts, later described Cesarani’s comments on Tiananmen Square as “incredibly brave” and said: “In a way, I can see his argument.”
There you have it. Faced with a mass uprising for democracy in the Middle East, the instinctive reaction of some sections of polite society in Britain is to panic, to fret about anarchy, about “another Iran”, and to hint that maybe a violent crackdown will be required. Variations on this theme have appeared across the sphere of political commentary, including amongst those who supported the invasions of Iraq and Afghanistan on the (entirely mad) basis that these invasions would “deliver democracy” to the Middle East and Central Asia. Now that real people in the Middle East are agitating for democracy, and might actually win it, suddenly “democracy” has become a dirty word. It’s too “unchecked”, too unpredictable, too chaotic, and not such a good idea for those strange brown people after all. Maybe a strongman will have to intervene and impose order.
This is one of the brilliant things about the inspiring uprising in Egypt: it has not only exposed the illegitimacy of the Mubarak regime, but also the BS behind recent Western campaigns to “deliver democracy” to the Middle East. Because the very same politicians and commentators who talked about “democratising” Iraq now stare in horror, mouths agape, at the Egyptian masses demanding their democratic rights. That’s because these fear-wracked observers don’t understand what real democracy is. And when they see it, in all its noisiness and rowdiness and unpredictability, it terrifies them.
Egypt's military-industrial complex With US-made tear gas canisters fired on protesters in Cairo, Washington's role in arming Egypt is under the spotlight
In early January 2010, Bob Livingston, a former chairman of the appropriations committee in the US House of Representatives, flew to Cairo accompanied by William Miner, one of his staff. The two men were granted meetings with US Ambassador Margaret Scobey, as well as Major General FC "Pink" Williams, the defence attaché and director of the US Office of Military Cooperation in Egypt. Livingston and Miner were lobbyists employed by the government of Egypt, helping them to open doors to senior officers in the US government. Records of their meetings, required under law, were recently published by the Sunlight Foundation, a Washington, DC watchdog group.
Although the names of those who attended the meetings have to be made public, the details of what was discussed are confidential. I called Miner to ask him about their meetings, but he referred me to Karim Haggag, the spokesman for the Egyptian embassy in Washington, who did not respond. Miner did confirm that he was a retired Navy pilot who had worked for clients like the Egyptian government, as well as several military contractors.
The cozy relationship between the lobbyists, members of the US Congress, Pentagon officials and the Egyptian government is easily explained: much is at stake. Egypt has received over $70bn in economic and military aid approved by the US Congress in the past 60 years, according to numbers compiled by the Congressional Research Service. Maj Gen Williams is the man in charge of the $1.3bn in annual US military aid supplied to the country.
Specifically, the aid money pays for US-designed Abrams tanks assembled in suburban Cairo under contract with General Dynamics. Boeing sells Egypt CH-47 Chinook transport helicopters, Lockheed Martin sells F-16s, Sikorsky Aircraft sells Black Hawk helicopters. Lockheed Martin has taken in $3.8bn from Egypt in the last few years; General Dynamics $2.5bn; Boeing $1.7bn; among many others.
In addition, hundreds of Egyptian military officers come for short training courses to the US each year. Two days after Livingston and Miner met with the US officials in Cairo, the embassy sent a cable to Washington with a list of Egyptian officials approved to take a three-week military training course in the US in February 2010. Under the "Leahy law" – a human rights requirement named after Senator Patrick Leahy of Vermont that prohibits US military assistance to foreign military units that violate human rights – the embassy must, as a matter of routine, vouch for the prospective trainees.
One of the training courses listed in the cable made public by WikiLeaks was listed as one in how to handle explosives. The WikiLeaks cables show that numerous officials working for "state security", aged between 30 and 50 with ranks from major to lieutenant colonel, were given clean bills of health to take a variety of such specialised military training programmes.
After the US lobbyists returned to their offices in Washington, DC, Miner kept in touch with "Pink" Williams, corresponding via email. A little over three months later, an Egyptian military delegation led by Major General Mohamed Said Elassar, assistant to Mohammed Hussein Tantawi, the Egyptian minister of defence, came to Washington. Livingstone and Miner were on hand once again to take the Egyptian officials to meet with a number of members of Congress, as well to visit the office of the secretary of defence to discuss "US/Egyptian security issues".
So, when protesters in Cairo last week were struck by tear gas canisters fired by Egyptian security officials, it was not surprising that pictures taken by ABC TV would show that the canisters were manufactured in the US. Nor does it seem that surprising that a journalist from the Sydney Morning Herald would find 12-gauge shotgun shells with ''MADE IN USA'' stamped on their brass heads when he visited the wounded in a makeshift casualty ward in a tiny mosque behind Tahrir (Liberation) Square.
The photographs show that the tear gas comes from a company named Combined Systems Inc (CSI), which describes itself as a "tactical weapons company" and is based in Jamestown, Pennsylvania. A similar picture from the protests in Egypt was posted on Twitter of a "Outdoor 52 Series Large Grenade" grenade made by CSI, which is designed to discharge "a high volume of smoke and chemical agent through multiple emission ports". (CSI did not return calls for comment.)
Although CSI markets these products as "less-than-lethal", several incidents indicate that they can cause injury and death. Bassem Abu Rahmah, a Palestinian man, was reportedly killed on 17 April 2009, when a CSI 40mm model 4431 powder barricade penetrating tear gas grenade struck him in the chest, according to a report by the Israeli human rights group B'Tselem. Nels Cooper Brannan , a US marine deployed to Fallujah, Iraq, unsuccessfully sued CSI for injuries caused by an allegedly defective MK 141 flashbang grenade that caused serious damage to his left hand when it exploded accidently.
While the Egyptian protesters were facing tear gas grenades fired by security forces in Cairo, another delegation of Egyptian senior military officials led by Lieutenant General Sami Hafez Enan, the chief of staff of Egypt's armed forces, was back in Washington to meet with Admiral Mike Mullen, the chairman of the Joint Chiefs of Staff. (No public records have been filed yet, so it is unclear if Miner and Livingstone were escorting them again.)
Within hours of the news of the huge protests, Enan cut short his trip and dashed back to Cairo last Friday, but his boss, Minister Tantawi, has kept in touch with Washington, making daily phone calls to US Defence Secretary Robert Gates. Both men – together with Egypt's spy chief, Omar Suleiman – are among President Hosni Mubarak's closest allies and enjoy close ties with Washington, according to the diplomatic cables published by WikiLeaks. And it was these men that Thomas E Donilon, the US national security adviser, was frantically phoning last weekend to try to gauge how to prevent the collapse of the Mubarak regime.
It could days, maybe even weeks, before the future of the Egyptian government is decided, and with it, the relationship with the US. But one thing is clear: the Egyptian protesters are well aware of the close ties between officials in Cairo and Washington and not happy about the US training and tear gas shells supplied to the Egyptian military. Crowds gathered in Liberation Square last week chanted: "Hosni Mubarak, Omar Suleiman, both of you are agents of the Americans." The protesters believe that the billions in military aid that kept Mubarak in power have helped him keep democracy from flowering in Egypt.
Two years after Obama's famous speech in Cairo, in which he called for a "new beginning between the United States and Muslims", it might be a little late for his administration to heed the words of Mostafa Amin, Egypt's most famous columnist and journalist:
Maybe America gains a lot when it exports to us arms and cars or planes, but it loses more when it does not export the best that its civilisation has produced, which is freedom and democracy and human rights. The value of America is that it should defend this product, not only in its country but throughout the world! It may harm some of its interests, but it will make gains that will live hundreds of years, for the friendship of peoples live forever, because the peoples do not die, but governments change like the winter weather.
Egypt's Democratic Mirage How Cairo’s Authoritarian Regime Is Adapting to Preserve Itself
Despite the tenacity, optimism, and blood of the protesters massed in Tahrir Square, Egypt's democratic window has probably already closed.
Contrary to the dominant media narrative, over the last ten days the Egyptian state has not experienced a regime breakdown. The protests have certainly rocked the system and have put Mubarak on his heels, but at no time has the uprising seriously threatened Egypt's regime. Although many of the protesters, foreign governments, and analysts have concentrated on the personality of Egyptian President Hosni Mubarak, those surrounding the embattled president, who make up the wider Egyptian regime, have made sure the state's viability was never in question. This is because the country's central institution, the military, which historically has influenced policy and commands near-monopolistic economic interests, has never balked.
As the headquarters of the ruling National Democratic Party burned to the ground, NDP members chaotically appeared on TV with a pathetically incoherent message; meanwhile, the message from the ruling military elite was clear, united, fully supportive of Mubarak, and disciplined practically down to a man. Indeed, this discipline could be seen throughout the military ranks. Despite the fact that a general with a megaphone stated his solidarity with the protesters while other protesters painted "Down to Mubarak" on tanks across central Cairo, no acts of organizational fragmentation or dissent within the chain of command have occurred.
Since January 28, the Mubarak regime has sought to encircle the protesters. Egypt's governing elites have used different parts of the regime to serve as arsonist and firefighter. Due to the regime's role in both lighting the fire and extinguishing it, protesters were effectively forced to flee from one wing of the regime to another. This occurred on two levels: first, the regime targeted the protesters, using the police as its battering ram. During the first days of demonstrations, uniformed officers fired rubber bullets and tear gas into the crowds. Beginning on February 2, plain-clothes officers posing as Mubarak supporters -- some on horseback and camels -- carried whips and sticks to intimidate and injure those protesting against the system, teaching them a repressive lesson.
Although it is impossible to say that every single member of the "pro-Mubarak" crowd was in the security forces, enough of them had their credentials taken to illustrate an indisputable police presence. Moreover, the violence has been selective and targeted, not chaotic, as Mubarak has described. The disappearance of police officers on January 29, leaving the neighborhoods to criminal elements and neighborhood watch groups, and their reappearance 24 hours later suggest that they were acting on orders, rather than haphazardly dispersing and returning.
While the army kept order in the streets, the Interior Ministry and police were functioning as the regime's repressive arm, performing the dirty work of trying to force the protesters from Tahrir back into their homes.
The military's rank and file, who are deployed on the streets, became part of a different regime strategy. There is no doubt that solidarities developed between protesters and soldiers as fellow citizens, but the army's aloof neutrality underscores that its role on the sidelines was intentional. This was prominently on display when the "pro-Mubarak" demonstrators attacked antigovernment protesters in Tahrir on February 2. That the siege of a major city square took place over the course of 16 hours, leaving 13 dead and more than 1,200 wounded, according to the Egyptian Ministry of Health, suggests that the military's orders were conceived to cast its officers as potential saviors from the brutal violence.
This containment strategy has worked. By politically encircling the protesters, the regime prevented the conflict from extending beyond its grasp. With the protesters caught between regime-engineered violence and regime-manufactured safety, the cabinet generals remained firmly in control of the situation.
The generals that now man the cabinet also sought to wage a war on the non-protesting population, and they did so without firing a single shot. As the state framed the demonstrators as troublemakers, non-protesting Egyptians experienced the uprising's effects. Banks have been closed since January 27, ATMs have been emptied of their cash, and the prices of food and staples have slowly risen at a time when school is cancelled, offices are closed, and curfews are in effect. Similarly, the Internet and cellular networks were shut off and have been patchy at best since their return.
Although some of these citizens may have sympathized with the protesters initially, their mood appears to be shifting. People are tired of being cooped up in their apartments, made anxious as their stockpiles of food and money decrease, and they are ready for a sense of "normalcy" to return. Ironically, the normalcy they pine for resembles the police state so many tried to banish just thirteen days ago. This method of wearing down the non-protesting public seems just as strategic as the violence employed on those airing their grievances in the streets.
The story that the news media have largely crafted is that of the good protesters pitted against the bad Mubarak dictatorship. Despite the accurate reporting of incidents and often horrifying images, the fact that the Egyptian regime has played a good-cop, bad-cop routine to contain the situation remains lost in the din of 24-hour coverage. Despite many of the protesters pointing out this dynamic, such as Hossam el-Hamalawy and Mahmoud Salem, it has failed to take hold as the prevailing thread.
Nevertheless, as the crisis has deepened, the push for Mubarak's resignation has intensified. According to The New York Times, the Obama administration will seek to have Mubarak retire early instead of waiting until the September election. The United States has repeatedly insisted on an "orderly transition."
If those guiding the transition choose to direct it toward a democratic end, then it will have to include forces that are currently banned in the country, such as the Muslim Brotherhood, and individuals who have been tortured or imprisoned, such as Ayman Nour. It will have to include the youth elements from the street organizing committees as well as the irrelevant figures that head the country's existing opposition parties. Managing such a transition from dictatorship to democracy is a massive challenge even in the best of times. The leader of the transition will therefore determine whether it results in a genuine democracy or continuous authoritarian rule. If that person is General Omar Suleiman, who was sworn in as vice president on January 30, the prospects for democracy are grim.
Suleiman is cut from the same undemocratic cloth as Mubarak. They have collaborated since 1993, and Suleiman shares many of Mubarak's policy preferences and his worldview. He is known for his skill as a negotiator and his disdain for the Muslim Brotherhood. Although the vice president may now seem a stabilizing force for the Egyptian state during a transition period, U.S. officials should consider that he might seek to stay in power long beyond September.
Indeed, some of Suleiman's earliest public statements since becoming vice president do not bode well for democracy. In fact, they sound eerily familiar. On February 2, the bloodiest day in Tahrir Square to date, Suleiman said the regime now refuses to negotiate until "the Egyptian street returns to normal." Sensing that the regime had the upper hand, Suleiman declared that a new constitution is out of the question in advance of the presidential election later this year and asserted that the unrest had been the result of "a conspiracy" directed by "foreign countries, the Muslim Brothers, and some parties." Lastly, echoing the paternalistic tone that Mubarak has employed for nearly 30 years, Suleiman recommended, "We will ask [protesters] to go home. And we'll ask their parents to ask them to go home." Hence, he effectively called out potential transition partners as traitors and children before pledging to conduct another presidential election under a desperately flawed constitution.
The protesters have been given an ambiguous choice about this transition. Go home and -- perhaps -- be invited to the negotiating table later, or continue protesting and be excluded from Suleiman's negotiations. Some independent figures, such as Amr Moussa and Nabil Fahmy, have broken ranks with the protesters and met with Suleiman. Given that many of these individuals held previous appointments in Mubarak's Egypt, protesters will likely be skeptical of their intentions as agents of change.
There is no doubt that the post-Mubarak era is afoot, but it is not necessarily a democratic one. The Egyptian military leaders that are governing the country seem content to leave Mubarak in his place so Suleiman can act as the sitting president. Indeed, even leading government officials, including U.S. Secretary of State Hillary Clinton, have begun to direct their concerns to Suleiman's office. Hence, as the protesters in Tahrir Square -- and the non-protesters facing empty refrigerators and wallets at home -- have begun to feel the state's squeeze, the regime has so far maintained its ability to control how the conflict is unfolding.
When the uprising began in Egypt, many linked the events in Tunis and Cairo and declared that 2011 might be the Arab world's 1989. Instead, 2011 is showing just how durable and adaptable the authoritarian regimes of the Arab world truly are. Faced with real challenges and moments of potential breakdown, Egypt's military did not hesitate or even break a sweat. In fact, the regime remained cohesive throughout by pursuing a sophisticated strategy of unleashing violence upon the people and then saving them from it.
This latest adaptation of autocracy in the Arab world is more honest than its previous incarnations. Before the uprising in Egypt began, the military ruled from behind the curtain while elites, represented by public relations firms and buoyed by snappy slogans, initiated neoliberal economic policies throughout Egypt. In this latest rendering, with Suleiman at the helm, the state's objective of restoring a structure of rule by military managers is not even concealed. This sort of "orderly transition" in post-Mubarak Egypt is more likely to usher in a return to the repressive status quo than an era of widening popular participation.

To the horror of Egyptians and the world, President Hosni Mubarak – haggard and apparently disoriented – appeared on state television last night to refuse every demand of his opponents by staying in power for at least another five months. The Egyptian army, which had already initiated a virtual coup d'état, was nonplussed by the President's speech which had been widely advertised – by both his friends and his enemies – as a farewell address after 30 years of dictatorship. The vast crowds in Tahrir Square were almost insane with anger and resentment.
Mubarak tried – unbelievably – to placate his infuriated people with a promise to investigate the killings of his opponents in what he called "the unfortunate, tragic events", apparently unaware of the mass fury directed at his dictatorship for his three decades of corruption, brutality and repression.
The old man had originally appeared ready to give up, faced at last with the rage of millions of Egyptians and the power of history, sealed off from his ministers like a bacillus, only grudgingly permitted by his own army from saying goodbye to the people who hated him.
Yet the very moment that Hosni Mubarak embarked on what was supposed to be his final speech, he made it clear that he intended to cling to power. To the end, the President's Information Minister insisted he would not leave. There were those who, to the very last moment, feared that Mubarak's departure would be cosmetic – even though his presidency had evaporated in the face of his army's decision to take power earlier in the evening.
History may later decide that the army's lack of faith in Mubarak effectively lost his presidency after three decades of dictatorship, secret police torture and government corruption. Confronted by even greater demonstrations on the streets of Egypt today, even the army could not guarantee the safety of the nation. Yet for Mubarak's opponents, today will not be a day of joy and rejoicing and victory but a potential bloodbath.
But was this a victory for Mubarak or a military coup d'état? Can Egypt ever be free? For the army generals to insist upon his departure was as dramatic as it was dangerous. Are they, a state within a state, now truly the guardians of the nation, defenders of the people – or will they continue to support a man who must be judged now as close to insanity? The chains which bound the military to the corruption of Mubarak's regime were real. Are they to stand by democracy – or cement a new Mubarak regime?
Even as Mubarak was still speaking, the millions in Tahrir Square roared their anger and fury and disbelief. Of course, the millions of courageous Egyptians who fought the whole apparatus of state security run by Mubarak should have been the victors. But as yesterday afternoon's events proved all too clearly, it was the senior generals – who enjoy the luxury of hotel chains, shopping malls, real estate and banking concessions from the same corrupt regime – who permitted Mubarak to survive. At an ominous meeting of the Supreme Council of the Egyptian Armed Forces, Defence Minister Mohamed Tantawi – one of Mubarak's closest friends – agreed to meet the demands of the millions of democracy protesters, without stating that the regime would itself be dissolved. Mubarak himself, commander-in-chief of the army, was not permitted to attend.
But this is a Middle Eastern epic, one of those incremental moments when the Arab people – forgotten, chastised, infantilised, repressed, often beaten, tortured too many times, occasionally hanged – will still strive to give the great wheel of history a shove, and shake off the burden of their lives. Last night, however, dictatorship had still won. Democracy had lost.
All day, the power of the people had grown as the prestige of the President and his hollow party collapsed. The vast crowds in Tahrir Square began yesterday to move out over all of central Cairo, even moving behind the steel gates of the People's Assembly, setting up their tents in front of the pseudo-Greek parliament building in a demand for new and fair elections. Today, they were planning to enter the parliament itself, taking over the symbol of Mubarak's fake "democracy". Fierce arguments among the army hierarchy – and apparently between Vice-President Omar Suleiman and Mubarak himself – continued while strikes and industrial stoppages spread across Egypt. Well over seven million protesters were estimated to be on the streets of Egypt yesterday – the largest political demonstration in the country's modern history, greater even than the six million who attended the funeral of Gamal Abdul Nasser, the first Egyptian dictator whose rule continued through Anwar Sadat's vain presidency and the three dead decades of Mubarak.
It was too early, last night, for the crowds in Tahrir Square to understand the legal complexities of Mubarak's speech. But it was patronising, self-serving and immensely dangerous. The Egyptian constitution insists that presidential power must pass to the speaker of parliament, a colourless Mubarak crony called Fatih Srour, and elections – fair ones, if this can be imagined – held within 60 days. But many believe that Suleiman may choose to rule by some new emergency law and then push Mubarak out of power, staking out a timetable for new and fraudulent elections and yet another terrible epoch of dictatorship. The truth, however, is that
the millions of Egyptians who have tried to unseat their Great Dictator regard their constitution – and the judiciary and the entire edifice of government institutions – with the same contempt as they do Mubarak. They want a new constitution, new laws to limit the powers and tenure of presidents, new and early elections which will reflect the "will of the people" rather than the will of the president or the transition president, or of generals and brigadiers and state security thugs.
Last night, a military officer guarding the tens of thousands celebrating in Cairo threw down his rifle and joined the demonstrators, yet another sign of the ordinary Egyptian soldier's growing sympathy for the democracy demonstrators. We had witnessed many similar sentiments from the army over the past two weeks. But the critical moment came on the evening of 30 January when, it is now clear, Mubarak ordered the Egyptian Third Army to crush the demonstrators in Tahrir Square with their tanks after flying F-16 fighter bombers at low level over the protesters.
Many of the senior tank commanders could be seen tearing off their headsets – over which they had received the fatal orders – to use their mobile phones. They were, it now transpires, calling their own military families for advice. Fathers who had spent their lives serving the Egyptian army told their sons to disobey, that they must never kill their own people.
Thus when General Hassan al-Rawani told the massive crowds yesterday evening that "everything you want will be realised – all your demands will be met", the people cried back: "The army and the people stand together – the army and the people are united. The army and the people belong to one hand."
Last night, the Cairo court prevented three ministers – so far unnamed, although they almost certainly inc-lude the Minister of Interior – from leaving Egypt.
But neither the army nor Vice-President Suleiman are likely to be able to face the far greater demonstrations planned for today, a fact that was conveyed to 83-year-old Mubarak by Tantawi himself, standing next to Suleiman. Tantawi and another general – believed to be the commander of the Cairo military area – called Washington, according to a senior Egyptian officer, to pass on the news to Robert Gates at the Pentagon. It must have been a sobering moment. For days, the White House had been grimly observing the mass demonstrations in Cairo, fearful that they would turn into a mythical Islamist monster, frightened that Mubarak might leave, even more terrified he might not.
The events of the past 12 hours have not, alas, been a victory for the West. American and European leaders who rejoiced at the fall of communist dictatorships have sat glumly regarding the extraordinary and wildly hopeful events in Cairo – a victory of morality over corruption and cruelty – with the same enthusiasm as many East European dictators watched the fall of their Warsaw Pact nations. Calls for stability and an "orderly" transition of power were, in fact, appeals for Mubarak to stay in power – as he is still trying to do – rather than a ringing endorsement of the demands of the overwhelming pro-democracy movement that should have struck him down.
