I wonder if they are sending clean panties or dirty panties? Too bad they can't be sent to the Junta directly.

Maybe it's a ruse, and the Junta are really complete pervs. "Oh, no! Whatever you do, don't send us ladies' pants! We're reeeally scared of them! Muhahaha! Also don't include a photograph of yourself wearing them, either - you could sap our precious powers!"
