DUBLIN (Reuters) - Ireland's High Court struck down a 19th century law against begging on Thursday, ruling in favor of a beggar who had argued that his arrest violated a right to free speech, broadcaster RTE reported.

Justice Eamon De Valera rejected the argument made by Niall Dillon that the law discriminated between rich and poor.

But the judge agreed that a section of the Vagrancy Act of 1847, enacted during the Great Famine, was unconstitutional because it interfered with the rights of freedom of expression and freedom to communicate with other people.

Dillon was arrested for begging in Dublin in 2003 and charged under the law. Following the ruling, his prosecution can no longer go ahead.

Prime Minister Bertie Ahern unveiled plans in 2004 to repeal thousands of English and British laws -- some dating back to William the Conqueror in the 11th century -- that were enacted prior to Irish Independence in 1922 and remain in force.

More obscure acts such as one from the 12th century forbidding monks "to receive men unless their reputation is known" and another banning Jews from owning chain mail will be struck off the statute books altogether.

Those with continued relevance today will be replaced by more up-to-date laws.

I'm glad Dillons prosecution can no longer go ahead as it's an infringement on his right to free speech. He's allowed to talk to anyone he wants, and if that includes asking for a hand up then that's his business and between him and the person he's talking to.

There are so many bizarre laws in Ireland that really need gotten rid of completely. Some still on the books make the country look like one of the most backward on the planet, and loads have to do with women and their rights...or rather no right to have rights period.

There are some laughable (and offensive) laws this side of the pond as well. I remember hearing about this case and being shocked.

Actually, I'm pretty sure there is a recent law in Toronto outlawing squeegee kids. It's like banishing the poor from our view.

Goes to show how out-of-date this thinking is...

I think a lot of the kids doing that are homeless, and since they've no permanent address their government usually won't help them.

How in hell are they expected to survive if all means of helping themselves are taken away? It's ridiculous as far as I'm concerned and by being squeegee kids they're not harming anyone, but just trying to earn a bit of money to eat and have a place to sleep.

You're right. It is like they're trying to banish them from our view, sort of like out of sight, out of mind. It's pretty damn cruel.
