I had this issue for the last while and couldn't work it out at all. At first I thought it was potential hard drive error, so did a defrag, no luck. Then I thought it might be a memory error, so did a check on that - no luck... So today I finally noticed it was every 4 minutes, did a search and found this. Bingo!
I got rid of Net Limiter and I can listen to things in peace again. |

Netlimiter sounds like a poor version of CfosSpeed. If you want something similar. but more powerful and less obtrusive, try that instead. I've used it for about 5 years on various PCs with no issues whatsoever. |

I only installed it to split upload speed on one occasion. Then forgot about it... thing is, it wasn't on my startup list, so I've no idea how it was affecting me. But uninstalling it solved the problem. |
